Job Description
The Position:

Under the supervision of the GBViE Project Manager and Field Specialist, Boys and Young Men Centre Coordinator is required to coordinate and support functioning of all Boys and Young Men Centers in Sarajevo Canton with additional support to Boys and Young Men Centers in Una-Sana Canton.

Job Purpose:

The unprecedented flow of refugees and migrants into Europe has exposed the high level of suffering and violence experienced by people fleeing conflict, persecution and poverty. With the closure of migrant routes over Croatia and Hungary back in 2016, there was a period when migrants/refugees settled down in the Former Yugoslav Republic of Macedonia and the Republic of Serbia. This period lasted until the beginning of 2018 when new migrant routes were discovered leading to Western Europe through Bosnia and Herzegovina. 

Having in mind that young men and adolescent boys constitute a large group within mixed migration context in Bosnia and Herzegovina, and the fact this category remain at heightened risk of abuse, neglect, violence and sexual and labor exploitation, as well as other dangers associated with unsafe migration UNFPA is implementing previously developed methodology “BOYS on the MOVE” (already implemented in Greece, Serbia and BiH in Una Sana and Sarajevo Canton). “BOYS on the MOVE” is a programme of life skills for adolescent boys and young men mainly focusing on sexuality education which leads to better health outcomes, prevention of GBV and empowering skills. UNFPA Center for Boys and Young Men will be used as a place for identification of vulnerable cases and referral of beneficiaries in need to other specialized service providers. Moreover, Center for Boys and Young Men is a place where creative, social and educational activities are provided to adolescent boys and young men in order to build their resilience, improve their skills and to empower them.

Under the supervision of the GBViE Project Manager and Field Specialist, Boys and Young Men Centre Coordinator is required to coordinate and support functioning of all Boys and Young Men Centers in Sarajevo Canton with additional support to Boys and Young Men Centers in Una-Sana Canton.
 

Taking into account that one critical part of integration of young men and adolescent boys is through building their capacities to be able to adopt to the new environment and culture, the Boys and Young Men Centre Coordinator will focus on insurance of provision of variety of services to build resilience and sail boys’ skills. Coordinator will be responsible for functioning of BYMC, identification of the main protection concerns and gaps and quality service provision. Moreover, Coordinator will be responsible to provide support related to reporting system and case studies for all UNFPA programs in BH.

You would be responsible for:

Coordination of the activities in Boys and Young Men Centres (BYMC):
1. Coordinate and support functioning of all Boys and Young Men Centers in Sarajevo Canton
2. Coordinate and supervise all activities implementing in BYMC and ensure they are in accordance with the best interest and development of a child/young men
3. Liaise with empowerment officers, cultural mediators and other consultants in order to develop work plan and structure for BYMC;
4. Support team with identification of GBV and other sensitive cases and follow up with team members on specific needs and refer to GBViE and DRR Project Manager;
5. Strengthen team members' skills to recognize vulnerable cases and cases related to GBV
6. Support team with organizing various creative, art, relaxing, occupational activities
7. Ensure quality of services and propose ideas for program improvement
8. Work closely with, community volunteers to plan activities that respond to identified needs.
9. Support team with provision of educational activities (groups discussions/meaningful activities for different age groups with the aim to empower them on individual level and to build their capacity to actively contribute to their communities) as per identified needs by Persons of Concern;

10. Coordinate with personnel working in TRCs on daily and weekly reporting and finalization off all necessary paperwork before end of each week/month;
11. Together with other Coordinators or BYMC team work on program development and improvement by establishing protocols, materials for work, lesson learnt, work tools, etc.
12. Other support if required; 

Identification and presentation of child protection concerns, GBV cases, gaps and challenges and regularly report on it:
13. Identify gaps, concerns and challenges related to child protection and propose possible solutions and provide recommendations on regularly basis
14. Support GBV CM and follow up GBV cases in needed and in collaboration with GBV case manager
15. Attend coordination meetings and other meetings related to child protection and coordinate with other agencies working on child protection, together with GBViE/DRR Project Manager
16. Advocate on Child Protection rights and protection on behalf of UNFPA
17. Attend regular briefings with other UNFPA team members organized by GBViE and DRR Project Manager and Team Lead Sarajevo
18. Periodically visit BYMC in Una Sana Canton and regularly organise online consultations with the BYMC Coordinator in Una Sana Canton to ensure exchange of good practices and sharing of lessons-learnt
19. Organize regular team meetings with UNFPA team working in BYMC.

Providing support related to reporting system and case studies for all UNFPA programs:
20. Providing support for improving the reporting system
21. Providing support through case studies and thematic research together with GBViE Project Manager and other team members in order to identify and follow up on gaps, trends, protection concerns of the most vulnerable ones
22. Providing support to other mandatory actions and activities related to UNFPA mandate (preparing Monthly report, support in writing weekly report and the like)
23. Other support if needed.

Interaction with all PoCs - engaging appropriately and respectfully, upholding the principles of confidentiality, dignity and diversity.
Prepare and submit daily and weekly work plans and reports. Also provide inputs for regular UNFPA reporting mechanisms in a timely manner.

In addition to this, following core principles must be respected working with beneficiaries:
24. Do no harm approach:
25. The consultant must abstain from sensationalism, focus on understanding and empathy. However, all and any programming that departs from a stereotypical portrayal of survivors as broken, dysfunctional individuals, living in seclusion and self-imposed exile must be avoided.

The work will be done daily (8 hours per day, 40 hours per week) in line with developed and approved weekly/monthly work plans. In crisis situations it is expected from Coordinator to respond timely.

Reports to be submitted on daily/weekly basis including information on implemented BYMC’ activities, main protection issues and gaps identified, recommendations, overall information about progress and new requests/needs etc.

Qualifications and Experience: 

Education:  

University degree in social work, psychology, human rights law, humanitarian and development work, or other relevant field related to work with children, gender, humanitarian and development issues, and GBV prevention and response. MA Degree would be considered an asset.

Knowledge and Experience: 

  • At least two years of previous experience in work in humanitarian setting including coordination activities and supervision;
     
  • At least two years of experience in direct work with vulnerable categories, especially children; working with unaccompanied children and refugee children would be considered as an asset;
     
  • Previous experience in area of research, organization and realization of scientific research projects as well as data collection will be considered as an asset;
     
  • Understanding of Boys and Young Men on the Move methodology and experience in work with youth migrants will be considered as an asset;
     
  • Understanding and experience in working with people from diverse cultural setting would be considered as an asset;
     
  • Ability to adapt to new environments and to establish and maintain good working relations with individuals of different cultural backgrounds is require;
     

Languages:
