Purpose of consultancy:

UNFPA and  UNICEF are  co-chairing Youth Task Force on behalf of the UN Country Team (UNCT) in Bosnia and Herzegovina. All UNCTs are requested to undertake Youth Scorecard exercises before the end of 2020. The Youth 2030 UNCT Scorecard is strategic planning, performance measurement, and accountability tool for joint action by the UNCT.

A self-reporting tool, the Scorecard is structured to understand UNCT performance on both foundational and programme priority areas described in the 'Youth2030: The United Nations Strategy on Youth' through a set of 20 indicators in these five areas:

  1. Youth focus in UN Sustainable Development Cooperation Frameworks
  2. UNCT leadership, culture, architecture, and capacities for youth
  3. UNCT support to the governments on youth and SDGs
  4. UNCTs, youth-led solutions, Knowledge Exchange, Communication and Advocacy
  5. UNCTs, youth, COVID response and recovery

The Scorecard captures working with youth at the UNCT level, through a set of practical measures, drawing from well-laid down principles of meaningful youth engagement (institutionally mandated, rights-based, safe, designated, resourced, transparent, accessible, voluntary, informative, with reciprocal accountability, and due consideration for diversity and inclusion). While the Scorecard is an important performance measurement tool, it is not set out to capture all the elements of Youth 2030 implementation.

The purpose of the consultancy is therefore to apply the global framework methodology of assessing UNCT performance around the five above-mentioned indicators. 

Scope of work:
(Description of services, activities, or outputs)

The youth expert is expected to:

  1. Conduct review of relevant materials (2 days);
  2. Prepare relevant tools for conducting Youth Scorecard as an online survey around five priority areas and  (indicators to be selected through the Youth Task Force) (2 days);
  3. Set-up data collection structure (shared folder structure with specific instructions) and and send out specific data collection requests to the UN Country Team – in coordination with the Office of the Resident Coordinator and the Youth Task Force (1 day);
  4. Collate responses, assess, analyze and prepare them for entry into the Information Management System (4 days);
  5. Prepare the presentation (at minimum – 10 pages long, with the executive summary; infographics used where possible – please avoid pie charts on that simply convey the statistical data, we need lessons learnt) (3 days)
  6. Presentation to Youth Task Force and subsequently to the UNCT (1day).

Duration and working schedule:

Up to 13 working days in the period 18 December 2020 until 31 December 2020

Remote work from home

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Work will be carried out from home, with up to 13 consultancy days in order to prepare online survey tools, analyse responses and prepare responses for IMS.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Regular weekly consultations with UNFPA, UNICEF and Resident Coordinator Office designated Focal Points

Supervisory arrangements:

The expert will work under the overall supervision of UNFPA Project Manager

Expected travel:

No travel is expected

Required expertise, qualifications and competencies, including language requirements:

  • University degree in social sciences, economics, or another related field
  • At least three years of experience conducting consultancy and research work;
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment;
  • Proven track record in research relating to youth issues, including analyses of youth programming in the Western Balkans
  • Understanding and experience around UN work is an asset.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management;
  • Fluent knowledge of English is compulsory.

Other relevant information or special conditions, if any:

UNFPA reserves the right to offer to the selected candidate the rate in accordance with UNFPA consultant rates and UNFPA available budget. Payment for contractor will not exceed average UNFPA rates for international consultants.

Where the contractor fails to deliver the required quality of products, the rate payable will be reduced. UNFPA reserves the right to assess the quality of products. Contractor has the obligation to finalize products/documents to the full UNFPA satisfaction.
