Background

Using the 2013 visit of the Special Representative of the United Nations Secretary-General on Sexual Violence in Conflict as a platform, the UN Country team in Bosnia and Herzegovina (BiH) developed a Joint Project to comprehensively address the unresolved legacy of conflict related sexual violence (CRSV) from the 1992-1995 conflict in Bosnia and Herzegovina. The project is designed to benefit both female and male survivors in the whole territory of Bosnia and Herzegovina, by ensuring the further development and expansion of equal access to reparations, rehabilitation, and equal access to services in the health and economic sectors, access to justice, and efforts to combat stigmatisation against survivors of CRSV. This project aims to identify and address gaps in existing care, support, and justice systems, and create an effective and comprehensive approach for dealing with survivors of CRSV, in cooperation with BiH governments and civil society. It represents the combined efforts of UNFPA, IOM, UNDP and UN Women, and demonstrates the resolve of the entire UNCT to tackle this issue.

At present phase, the project has received funding for from the UK government, through UK Embassy in Sarajevo and UN Action, which through these two complementary streams gathers UNFPA (Convening Agency), UN Women, UNDP and IOM, to further build on their mutual strengths and experiences. This phase of project implementation is expected to start in May 2018.

UNFPA, on behalf of Participating UN Organisations (PUNOs), is looking to recruit a Joint Programme Coordinator. Under direct supervision of the UNFPA Assistant Representative and overall strategic guidance from the JP Steering Committee, Joint Programme Coordinator will be in charge of ensuring delivery of the overall strategic vision, and complementarity of different results produced by the agencies.

 

Duties and Responsibilities

The Joint Programme Coordinator is responsible for the overall coordination of the Programme components and activities, which are directly implemented and managed by PUNOs.

 

Summary of key functions:

  • Effective programme coordination and strategic leadership;
  • Provision of strategic oversight and advocacy support to UNCT PUNOs;
  • Ensures facilitation of knowledge building and knowledge sharing focusing.

 

Expected main outputs and deliverables:

  • All activities implemented as per approved annual workplans and detailed budgets. In case activities cannot be implemented as planned, ensures adequate changes contributing to realisation of project are proposed to PSC and donors, and approved;
  • Timely submission of good quality budgets, workplans, reports, as per project and donors’ requirements;
  • Preparation of all documents relating to PSC and Coordination mechanism and follow up actions;
  • Good quality joint programme knowledge management products endorsed by PUNOs and donors;

Performance Indicators for Evaluation of Results

  • Workplans and budgets approved by donors;
  • Financial and narrative reports endorsed by PUNOs and donors;
  • Agenda and minutes from the meetings endorsed by the PSC, Coordination Mechanism and CSO Advisory Board;
  • Publicised knowledge management products.

 

Effective programme coordination and strategic leadership:

  • Strategically guides the implementation of JP goals and ensures that the programme remains coherent as a joint programme, relevant, and is in line with various elements of the programme streams;
  • Provides technical advice and updates to both the national Programme Steering Committee and Programme Coordination Mechanism, on the vision and overall strategic direction of the Joint Programme;
  • Leads coordination with CSOs Advisory Board to ensure perspectives of survivors’ associations in JP delivery;
  • Represents JP in relevant consultations at the state, entity and local levels, with donors, as required;
  • With support from PUNOs and other partners, coordinates the development and timely; preparation of detailed annual work plans and budgets for all joint programme activities;
  • Oversees the disbursement of funds to the Participating UN Organizations through the MPTF Office, and through UNFPA;
  • Coordinates with and ensures linkages to extent possible and synergies between PUNOs and other CRSV initiatives, to minimize scope for overlap and duplication of resources;
  • Takes an active advocacy role in communicating with the UK Embassy and UN Action on behalf of the Joint Programme, under the authority of the Convening Agency;
  • Facilitate donor missions and media relations, as appropriate.

Provision of strategic oversight and advocacy support to UNCT PUNOs
    

  • Maintaining strategic oversight of joint programme results by timely monitoring of the progress of programme implementation by PUNOs and ensures on-going monitoring and annual reviews of work plans;
  • Together with teams from PUNOs, establishes systems for outcome and output planning, implementation, monitoring, reporting and evaluation;
  • Coordinates the production, submission and dissemination of quarterly and annual reports and consolidated results of the joint programme based on progress reports prepared by PUNOs;
  • Assumes the role of Secretariat of the national Programme Steering Committee (PSC) and Project Coordination Mechanism, preparing the agenda and inputs for PSC meetings, and follow up of meeting outputs;
  • Undertakes periodic updates at meetings of the Heads of participating UN agencies to seek strategic guidance and quality assurance;

 

Ensures facilitation of knowledge building and knowledge sharing:

  • Develops briefs on programme achievements and documents, including lessons learnt;
  • Synthesises best practices and lessons learnt from implementation of JP;
  • Coordinates communities of practice and knowledge products development;
  • Performs other tasks as assigned by the PSC and the Convening Agency.

Required Skills and Experience

Education:

  • Master degree in International Relations, Political Science, Management, Human Rights, Gender studies or any other degree relevant to the subject matter.

Experience:

  • At least five years’ experience in programme/project management;
  • Direct experience in working on issues concerning conflict related sexual violence is a distinct advantage;
  • Familiarity with international standards of Project Cycle Management; Monitoring and Evaluation;
  • Knowledge of BiH administrative structure and experience in dealing with governmental counterparts, as well as Civil Society Organizations;
  • Proficiency in current office software applications

Language Requirements:

Excellent command of English and local languages.
